Unless you want to use specialized lab equipment, it’s more or less impossible to sow them individually – and neither is it necessary.
Simply scatter the seeds across the surface.
If two land in the same place, that’s not going to be a big issue.
You may not want to create too big clumps as this makes transplanting a bit hazardous later on but the seedlings will be able to accommodate even a crowded situation quite easily.
